  17. <p>North Korea withdraws from the nuclear nonproliferation treaty
  18. </p>
  19. <p>     North Korea's declaration of a state of "Semi-war" last
  20. Monday seemed like one more propaganda rant, triggered by joint
  21. U.S.-South Korean military exercises. A few days later,
  22. Pyongyang raised the stakes when it announced that it was
  23. pulling out of the nuclear nonproliferation treaty. The decision
  24. was a response to growing pressure by the International Atomic
  25. Energy Agency to force inspection of two secret sites where
  26. Western intelligence officials believe evidence of nuclear
  27. weapons materials may be located. By withdrawing from the
  28. treaty, the Kim Il Sung regime removed the legal basis for the
  29. "special inspection" threatened by the IAEA. The pullout
  30. intensified fears that North Korea may now be capable of
  31. producing nuclear weapons; South Korea and Japan expressed
  32. particular alarm. International trade sanctions might be
  33. imposed, but that threat carries limited weight vis-a-vis North
  34. Korea, already one of the world's most isolated economies.
